Canada’s housing market is entering a more complicated phase. For several years, the national housing conversation has focused on shortage. Canada needed more homes, faster approvals, better infrastructure, and a stronger response to population growth. Those problems have not gone away.&nbsp;Yet the latest agreement between Prime Minister Mark Carney and British Columbia Premier David Eby points to another pressure building inside the market: homes are still badly needed, yet some completed condo units are not selling at today’s prices. That is not a simple oversupply story, but a sign of a market under stress.The new Canada-British Columbia housing and infrastructure partnership includes nearly $1.6 billion in federal funding over 10 years, matched by British Columbia, for a total of up to $3.2 billion. The goal is to lower development charges on multi-unit housing by up to 50% in priority communities, with potential savings of up to $40,000 per unit. The agreement also includes a plan to convert more than 2,200 vacant condo units in priority growth areas into affordable homes through Build Canada Homes and BC Housing.Those numbers matter because they show how housing policy is changing. Governments are no longer focused only on approvals and long-term supply targets. They are now looking more directly at the cost structure of new housing, the financial pressure on builders, and the risk that completed inventory could turn into delayed future supply.In British Columbia, that risk is not theoretical. The condo market has weakened after years of higher interest rates, rising construction costs, and softer investor demand. CMHC has reported that condo apartment sales in Vancouver had fallen sharply from mid-2022 levels by the first quarter of 2025. At the same time, Vancouver saw a record number of condo apartment completions in 2024.That combination creates a difficult market picture. Homes are being completed, but many buyers cannot afford them. Developers are carrying more inventory, but households are still struggling to find suitable housing. Lenders are watching absorption rates closely, while new projects become harder to finance. Reducing development charges is meant to lower one of the upfront costs that affects project feasibility. Development charges help pay for local infrastructure such as roads, water systems, wastewater systems, parks, and community services. They are necessary for growth, but they also add cost to new housing before a buyer ever sees the final price.In a stronger market, developers may be able to absorb those costs or pass them through. In a weaker market, high upfront charges can make the difference between a projects moving ahead, being delayed or cancelled.That is why the federal-provincial matching structure is important. If governments want municipalities to reduce development charges, someone still needs to fund the infrastructure. Roads, water systems, transit, and public services do not become cheaper because the housing market slows down. The public policy challenge is to reduce pressure on new housing costs without leaving municipalities with a funding gap.The condo conversion plan addresses a different part of the same problem. Buying or converting more than 2,200 vacant condo units into affordable homes would not create new buildings from scratch. It would move existing units into use. That can be faster than waiting for new affordable housing projects to be designed, approved, financed, and built.It also responds to a market mismatch that has become hard to ignore. Some completed condo units are sitting empty because the market price does not match buyer affordability. At the same time, many households need housing but cannot access it at current prices. If public agencies can acquire or finance the conversion of suitable units at fair values, the policy could turn stalled inventory into housing people can actually use.That is the strongest argument for the plan.The weaker argument would be that governments are simply stepping in to support developers who misread the market. That criticism will be heard, and it should not be dismissed too quickly. Public money should not be used merely to protect private balance sheets.The better test is whether the program creates durable public value. Are the converted homes genuinely affordable and are they located in communities with transit, jobs, schools, and services? Some concerns were raised that instead of helping clear market bottlenecks, this new program may reward poor pricing decisions. Those are the questions that will determine whether the policy is seen as practical housing intervention or a subsidy by another name.For the broader Canadian market, the announcement carries an important message. Unsold condo inventory could contribute to a housing crash and the market has become more segmented. Canada still needs more housing, but it also needs housing that can be financed, built, absorbed, and occupied. Supply only helps affordability when it reaches the right market at the right price. A completed unit that sits empty is not solving the housing shortage. A project that never breaks ground because the numbers no longer work will deepen the shortage later.For developers, lenders, municipalities, and buyers, the next phase of the market will be shaped by this balance. Governments want more housing supply, but they are also trying to prevent the development pipeline from seizing up. Municipalities need infrastructure funding, but high charges can weaken housing feasibility. Buyers want better affordability, but a severe construction pullback would reduce future choice.The B.C. agreement does not solve all of this, because it doesn’t erase affordability pressures. It does not guarantee that condo prices will reset neatly and the need for careful municipal planning and project financing still remains. It does show, however, where Canadian housing policy seem to be heading.The focus is shifting from simply asking how many homes can be approved to asking whether the entire housing delivery chain still works. That includes land costs, construction costs, municipal charges, financing conditions, buyer affordability, rental demand, and the public infrastructure needed to support growth.In that sense, the Carney-Eby announcement is not just about B.C. It is a preview of the housing policy challenge facing broader Canada’s markets.
